13 And he does great signs, even making fire come down from heaven on the earth before the eyes of men.
And they went up over the face of the earth, and made a circle about the tents of the saints, and the well loved town: and fire came down out of heaven for their destruction.
And the beast was taken, and with him the false prophet who did the signs before him, by which they were turned from the true way who had the mark of the beast, and who gave worship to his image: these two were put living into the sea of ever-burning fire.
For there will come up false Christs, and false prophets, who will do great signs and wonders; so that if possible even the saints might be tricked.
Then the fire of the Lord came down, burning up the offering and the wood and the stones and the dust, and drinking up the water in the drain.
If ever you have among you a prophet or a dreamer of dreams and he gives you a sign or a wonder, And the sign or the wonder takes place, and he says to you, Let us go after other gods, which are strange to you, and give them worship; Then give no attention to the words of that prophet or that dreamer of dreams: for the Lord your God is testing you, to see if all the love of your heart and soul is given to him.
And if any man would do them damage, fire comes out of their mouth and puts an end to those who are working against them: and if any man has a desire to do them damage, in this way will he be put to death.
Even the one whose coming is marked by the working of Satan, with all power and signs and false wonders, And with every deceit of wrongdoing among those whose fate is destruction; because they were quite without that love of the true faith by which they might have salvation.
But there was a certain man named Simon, who in the past had been a wonder-worker and a cause of surprise to the people of Samaria, saying that he himself was a great man: To whom they all gave attention, from the smallest to the greatest, saying, This man is that power of God which is named Great. And they gave attention to him, because for a long time his wonder-working powers had kept them under his control.
And as James and Jambres went against Moses, so do these go against what is true: men of evil minds, who, tested by faith, are seen to be false.
Then Pharaoh sent for the wise men and the wonder-workers, and they, the wonder-workers of Egypt, did the same with their secret arts. For every one of them put down his rod on the earth, and they became snakes: but Aaron's rod made a meal of their rods.
Because there will be false Christs and false prophets, and they will give signs and wonders in the hope of turning even the saints from the true way.
And the Pharisees and Sadducees came and, testing him, made a request to him to give them a sign from heaven.
And Elijah in answer said to the captain of fifty, If I am a man of God, may fire come down from heaven on you and on your fifty men, and put an end to you. Then fire came down from heaven and put an end to him and his fifty men. Then the king sent another captain of fifty with his fifty men; and he said to Elijah, O man of God, the king says, Come down quickly. And Elijah in answer said, If I am a man of God, may fire come down from heaven on you and on your fifty men, and put an end to you. And the fire of God came down from heaven, and put an end to him and his fifty men. Then he sent a third captain of fifty with his fifty men; and the third captain of fifty went up, and falling on his knees before Elijah, requesting mercy of him, said, O man of God, let my life and the life of these your fifty servants be of value to you. For fire came down from heaven and put an end to the first two captains of fifty and their fifties; but now let my life be of value in your eyes.
Then fire came out from the Lord, burning up the two hundred and fifty men who were offering the perfume.
And the wonder-workers were not able to take their places before Moses, because of the disease; for the disease was on the wonder-workers and on all the Egyptians.
And the wonder-workers with their secret arts, attempting to make insects, were unable to do so: and there were insects on man and on beast. Then the wonder-workers said to Pharaoh, This is the finger of God: but Pharaoh's heart was hard, and he did not give ear to them, as the Lord had said.
And the wonder-workers did the same with their secret arts, making frogs come up over the land of Egypt.

Commentary on Revelation 13 Matthew Henry Commentary
Chapter 13
We have, in this chapter, a further discovery and description of the church's enemies: not other enemies than are mentioned before, but described after another manner, that the methods of their enmity may more fully appear. They are represented as two beasts; the first you have an account of (v. 1-10) the second (v. 11-18). By the first some understand Rome pagan, and by the second Rome papal; but others understand Rome papal to be represented by both these beasts, by the first in its secular power, by the second in its ecclesiastical.
Rev 13:1-10
We have here an account of the rise, figure, and progress of the first beast; and observe,
Rev 13:11-18
Those who think the first beast signifies Rome pagan by this second beast would understand Rome papal, which promotes idolatry and tyranny, but in a more soft and lamb-like manner: those that understand the first beast of the secular power of the papacy take the second to intend its spiritual and ecclesiastical powers, which act under the disguise of religion and charity to the souls of men. Here observe,
